The Australian governments have consistently hidden behind the argument that Australia cannot cut back on its emissions because it would be of no effect given the amount of carbon emissions being pumped out by China.

This of course has been convenient for governments who have the need to come up with spin in order to cover up the fact that their real agenda is to keep Big Coal happy. No matter what cost to the health and well being of people everywhere.
